The Project
Natolin4Capacity Building is a highly innovative and targeted educational programme funded by the EU and implemented by the College of Europe in Natolin. It was established to support the public administration of Ukraine in implementing comprehensive reforms and the EU-Ukraine Association Agreement (AA).
The project was launched in January 2021.
This initiative is jointly implemented by the College of Europe in Natolin in cooperation with its key partners – the Government Office for Coordination of European and Euro-Atlantic Integration of Ukraine, the National Agency of Ukraine for Civil Service, The High School of Public Governance and the Delegation of the EU to Ukraine.
The project activities can be categorized into three main elements:
- E-learning platform Natolin4Capacity Building with 16 courses on European integration and implementation of the EU-Ukraine Association Agreement/Deep and Comprehensive Free Trade Area.
- 2-month onsite training-research programmes, which is addressed to Ukrainian civil servants from central public administration bodies working on the issues of European integration.
- Alumni Forum – focuses on providing continuous support to Ukrainian civil servants in the development of the necessary knowledge and skills for EU Accession Negotiations after they finish their education at the College of Europe in Natolin
Natolin4Capacity Building e-learning platform

In mid-March 2024 there are over 6500 people registered on the e-learning platform, including individuals representing central authorities and civil servants at the regional level. The number is growing, as is the number of completed courses.
Registration is open to Ukrainian civil servants through the Knowledge Management Portal of the National Agency of Ukraine on Civil Service.
Users can access 16 different courses, each available in both English and Ukrainian. In the framework of the Project, e-learning courses have been developed, focusing on various aspects of the Association Agreement and European integration process.
Platform users have the opportunity not only to enroll in courses but also to engage in discussions on the platform’s forum. Additionally, they can attend online webinars conducted by expert course authors.

Onsite training-research editions
On 3 November 2022, the first of eight special 2-month onsite training programmes was officially launched at the College of Europe in Natolin, Poland, under the EU-funded Natolin4Capacity Building project. Presently, the eighth group of Ukrainian civil servants is currently undergoing training.
The programme is addressed to Ukrainian civil servants from central public administration bodies working on the issues of European integration.
The training program is designed with a view to deepening knowledge and improving the competences of Ukrainian civil servants supporting Ukraine’s European integration agenda.

Alumni Forum
Natolin4Capacity Building Alumni Programme builds upon the 2-month Natolin4Capacity Building training, completed by the civil servants, to prepare them for the demands and challenges of EU accession negotiations.
Alumni Programme focuses on providing continuous support to Ukrainian civil servants in the development of the necessary knowledge and skills for EU Accession Negotiations after they finish their education at the College of Europe in Natolin, through regular workshops, seminars, and networking events.
